News from CLA

Update from the Executive Director

Since the January 27, 2016 vote by the CLA members to dissolve the organization and support the creation of the Canadian Federation of Library Associations CLA staff and Executive Council have been working tirelessly to wrap up business, transfer programs where possible and plan the CLA National Forum taking place June 1 - 3 in Ottawa. Below is a table outlining the work done to date.

Charitable Funds

CLA's file from the Canada Revenue Agency has been received and we are working with the Accountant and Legal Counsel to review the file prior to taking any next steps related to special purpose funds.

Lease

Due to the current real estate market in Ottawa and the location of the office, we have had no success in sub-leasing the space. This represents a significant liability for CLA. We hope to enter into negotiation with the Landlord in the near future.

CLA Archives

The majority of CLA's physical archives have been transferred to Library and Archives Canada. The remainder will be transferred just prior to applying for dissolution.

Discussions have taken place with the CFLA regarding digital files and how we might ensure that they remain available and accessible to the library community.

Advocacy

CARL and CULC are currently taking a policy lead on the issue of Copyright, working with the CLA's Copyright Advisory Committee.

TPL and OPL continue to lead the eBooks initiative in consultation with the CLA eBook Task Force.

The CFLA is aware of the issues that CLA was focussing on and will receive a report from the CLA National Forum that we hope will help inform their decisions around the broad issues that require national advocacy.

Intellectual Freedom
Annual Challenges Survey<http://r20.rs6.net/tn.jsp?f=001gqW7tnz-lvIexMCXVj_Wm8oxukwZ3rGlteIu1ZdlGtWeJldekFsbC1uvy-DJ1diNSKpZQQ7E8nZWZXcNf6l20lEWAbDKJFJQ7rpDt09agf6nn5S2EUGb6-kc7QxlB-KRaUaz3U_XQR5cUmTJR_qsgE_zEEqshZdxrlTxu93OJo8ivjPw7fzF0f80ZhD7lr-vQDXHxUkog1G4EgXmXKcsWuh38n6QACJSlBwtcsyfH3fAn1yPTMSfQMLvXmo-YXrnLUf4Xtbmrf9sArOwqPC5XgKIq7xycjvsTjewTdQVv32KhzrQk7G0FFVNjobsV14EGP4QE249N4vw6VogsS03J6MV3jC8ievz&c=LqYE3TSo4f96aqhs4AB5rB2UVPJV1skaSilaTRHHx6wrmryPxPeiSQ==&ch=FuTn9XeJIqQ-804khM_HXF5wicVZl5oJPcQmjqU2sdjjsNPlm1amKw==>

CLA's Intellectual Freedom Advisory Committee is working on the 2015 edition of this survey.

Discussions have taken place with CFLA regarding its potential adoption of this annual survey. No formal decisions have been made as of yet.

CLA Position Statements<http://r20.rs6.net/tn.jsp?f=001gqW7tnz-lvIexMCXVj_Wm8oxukwZ3rGlteIu1ZdlGtWeJldekFsbC1uvy-DJ1diN3r8TsSm1i5dQ4dKNIhLXVgWOwB0Rv0HEsXzGdap-Zc4xnqqdpD_phntqmMjDuDSXi66QQpW_W41jqwUA4sH1OnitTg4TL_npRB2u4E_w2jNhqPGEvs9CRirViCgM3jozfqgKZ1MmE7cme1mLUN_4eA==&c=LqYE3TSo4f96aqhs4AB5rB2UVPJV1skaSilaTRHHx6wrmryPxPeiSQ==&ch=FuTn9XeJIqQ-804khM_HXF5wicVZl5oJPcQmjqU2sdjjsNPlm1amKw==>

CLA has initiated discussions with CFLA regarding important position statements, highlighting the Intellectual Freedom Statement as a critical statement to have in place early.

CFLA recognized the importance of national statements and is determining a process for review and other transition matters, such as access to historical statements, etc.

Awards<http://r20.rs6.net/tn.jsp?f=001gqW7tnz-lvIexMCXVj_Wm8oxukwZ3rGlteIu1ZdlGtWeJldekFsbC8Vdpy6dfjb1lqJ_npnXonm1CCWJ91a1Lp2Mtjaqi6PGB2QlyOLNaLc9gT4y31U6iLwlnvNKiLebXik7aAXbIjZ3PQACgr5YGlOIHKshh9mecYMXnq8qhcpbmRhkbfC2eKx3oZnSurbg&c=LqYE3TSo4f96aqhs4AB5rB2UVPJV1skaSilaTRHHx6wrmryPxPeiSQ==&ch=FuTn9XeJIqQ-804khM_HXF5wicVZl5oJPcQmjqU2sdjjsNPlm1amKw==>

Discussions have taken place with CFLA regarding its potential adoption of some of these awards.

Some of these awards have funds associated with them which CLA is still investigating. No formal decisions have been made as of yet.

Website - CLA.CA
Website - community.cla.ca (Feliciter)

Discussions have taken place with CFLA regarding the potential for it to take ownership of these two sites in the short term. No final decisions have been made.

Website - clatoolbox.ca - Library Shipping Tool

CLA is currently working to find a home for this program.

LAC-BAC has been suggested by members of the community as a potential home - I have confirmed with them that his is not possible.

Given the service nature of the Library Materials Shipping Tool it was felt by CLA's Executive Council, supported by the new Canadian Federation of Library Associations / Fédération canadienne des associations de bibliothèques (CFLA/FCAB), that the tool was better placed with an organization or group of organizations that provide member services.

Website - clatoolbox.ca - SLIC

CLA is in the process of moving the SLiC website to a new host organization. We are working with both the Editor as well as the School Libraries Advisory Committee and the Voices for School Libraries Network.

An announcement will be made regarding the new host once SLIC has been transferred and both parties are ready to go live with the new site.

Physical Assets & Services

CLA Staff have been working to dissolve CLA's physical assets (selling of desks and other furniture, office supplies, donating where appropriate, etc)

They have also been cancelling services when they are able to in order to minimize cost and save where possible.

RDA - International Standard Co-Published by ALA/CILIP/CLA

Discussions have taken place with CFLA regarding the potential for it to take over CLA's role as co-publisher on this important international standard and all of the activities and related committees. CFLA, CLA and the RDA board met in late April. No formal decisions have been made yet.

Accreditation

CLA staff have been working with ALA to summarize what is involved with this in order to present it to CFLA for consideration.

IFLA

CLA has informed IFLA that it will not be renewing its membership for 2016.

IFLA has provided information, via CLA, for the CFLA regarding membership along with options for consideration regarding the potential for CFLA to take over.

YCW Program

2016 - 2017 home found with Canadian Council of Archives

2017 - 2018 consideration by the CFLA as to whether they want to take this on. PCH is interested in speaking with the Federation once established.

Copyright on CLA Publications

Discussions have taken place with potential organizations to take over some or all of the various copyrights that CLA holds. No formal decisions have been made yet.

Legal counsel has provided feedback on how best to transfer these copyrights.

[news]The Canadian Library Association urges the Government of Newfoundland and Labrador to reconsider cuts to Public Libraries

(Ottawa. April 28, 2016) - As a result of budget cuts announced by the Government of Newfoundland and Labrador, 54 public library branches in the province will be closed.
This is devastating for the people of the province.
Public libraries are part of the essential social and economic infrastructure for strong communities. Public libraries provide the resources and the capacity that allow communities to flourish.

The Canadian Library Association believes that public libraries are even more important in challenging times. Closing libraries closes opportunity.

ALCTS webinar: Is Technical Services Dead? An Overview of the Future of Traditional Services
Wednesday, May 11, 2016
In the first part of the webinar, presenters discuss the recent past, the present and the future of cataloging and technical services. They will explore whether there is a future for "traditional" acquisitions and cataloging and other technical services skills. Can we continue to divide our attention between print materials and electronic, digital, and streaming media when there are new resources and responsibilities competing for our budgets and administrators' attention?

In the second part of the webinar, they will explores metadata, MARC, and more and will address the questions: does MARC matter with RDA? Will RDA live up to its promise? Is schema agnostic preferable to using MARC, MODS, or Dublin Core? Is BIBFRAME a viable alternative to MARC?
Presenters:

  * Amy K. Weiss is the Head of Cataloging and Description at Florida State University
  * Julie Moore is the Special Collections Catalog Librarian at the Henry Madden Library, California State University, Fresno
Fee: $43 (Member and International) and $59 (Non-member) for a single webinar

This concise guide to cataloging with RDA: Resource Description and Access specifically hones in on the needs of those seeking a simplified path to creating basic RDA records. First describing foundational RDA concepts and vocabulary, Brenndorfer then distills RDA instructions, matching them to cataloging practice in easy-to-follow language. Current with RDA instructions through the April 2015 update to RDA, this guide makes an excellent primer while also serving as a bridge to more complex cataloging. It's an ideal resource for:

  * Small libraries that require standard cataloging but don't need all the details of structure and content of the full RDA
  * LIS students who need an introduction to cataloging
  * Paraprofessionals seeking a ready reference for copy cataloging
  * Experienced catalogers needing a quick summary of RDA practice

The guide is intended to provide concise accessible information about Canadian copyright law for those who conduct research in Canadian libraries and archives in order to understand how copyright works and how to apply the rules to particular situations. The term 'researcher' includes all those who consult the resources of libraries and archives for any purpose, whether the outcome is a dissertation, a family tree, a school project, or the answer to a question of personal interest. The librarians and archivists who serve researchers will also find it useful when responding to questions about copyright; however, the guide does not cover the administration of copyright matters in a library or archives.

2016 Award for the Advancement of Intellectual Freedom in Canada
The Canadian Library Association is pleased to announce that Richard Beaudry and Gail Chaddock-Costello have been chosen as winners of the 2016 Award for the Advancement of Intellectual Freedom in Canada for their demonstrated leadership and exceptional courage in resisting censorship and opposing violations of intellectual freedom in school libraries and schools.

Mr. Beaudry, long-time teacher librarian in British Columbia and 1st Vice-President of the Langley Teachers' Association, and Ms. Chaddock-Costello, the Association's President, were involved in a series of formal grievances in different schools over an extended period of time against arbitrary policies, and decisions that would have severely restricted access to reading materials for students and in some cases for teachers too.

Although the results of their principled determination to support intellectual freedom principles in a school environment are felt most directly by local students and teaching staff, the courage of Ms. Chaddock-Costello and Mr. Beaudry in opposing school library censorship will serve as a model for all Canadians faced with the evolving crisis in school library services. Mr. Beaudry has said, "If you attack one library in Canada, you attack them all," and it is his and Ms. Chaddock-Costello's commitment to the broader, national perspective that is also recognized in this Award.

Released March 31, 2016: Universal Music Canada donates archive of music label
EMI Music Canada to the University of Calgary. Partnership with National Music Centre offers public access for education and celebration of music.

The University of Calgary announced that Universal Music Canada (UMC) has donated the archive of EMI Music Canada to the university's Libraries and Cultural Resources. The University of Calgary has also partnered with the National Music Centre (NMC), which played a leading role in bringing this archive to the city by connecting UMC with the university.

Universal Music Canada acquired the archive when Universal Music Group purchased EMI Music in 2012. Now, thanks to this gift, the music label that has represented top Canadian artists for more than 50 years will soon have its files and recordings open to the public.

Established in 1949, EMI Music Canada included Capitol Records Canada and was the recording company or distributor for a range of Canadian artists, including Anne Murray, Tom Cochrane, Nickelback, Glass Tiger, Kim Mitchell, Helix and the Rankin Family. The company was also the Canadian distributor for major international acts such as the Rolling Stones, David Bowie, Duran Duran, Frank Sinatra, the Beach Boys, Heart, Smashing Pumpkins, Garth Brooks, Pink Floyd, Queen and Iron Maiden.
