Job Purpose:
The Librarian reports to the Regional Manager of Library Services, and is responsible
for regional initiatives as well as the day-to-day operations of library services in their area. The role is to support and adhere to the mission, goals, policies and processes of Horizon Health Network, Organizational Development, and to accepted library
standards and relevant legislation.
As a leader, this position requires a commitment to customer-focused service, evidence-based
practice and continuous quality improvement. It requires effective and respectful supervisory, decision-making, communication and interpersonal skills; and, the initiative, cooperation and dependability to be part of the Organizational Development team. The
position requires the ability to plan, prioritize and implement activities, using resources effectively, achieving output and deadline requirements and maximizing productivity. The Librarian performs the duties with a high level of professionalism, a dedication
to lifelong learning and the maintenance of professional skills. The position requires current knowledge of the issues and trends in library services, information technologies, copyright, and the Canadian health care system.
The Librarian contributes to overall strategic and operational planning, management,
development and promotion of Library Services.
Essential Qualifications:

Masters degree in library or information services
-
Special training or experience in management and health sciences librarianship
-
Knowledge of evidence-based practice processes and tools through completion of a recognized program
-
Experience in learning facilitation or bibliographic instruction
-
Knowledge of research methodologies
-
Knowledge of the application of the electronic/computer environment to library and information services
-
Knowledge of the social, economic and legal issues affecting the Canadian health care system
-
Ability to perform the duties of the position.
-
Ability to attend work on a regular basis.
-
Good work record.
-
Written and spoken competence in English is required.
Key Responsibilities:
-
Supervises and conducts performance development of library technicians/clerks
-
Coordinates and schedules Library Service's daily activities, including reference and current awareness services, serials management, document delivery, purchasing
and cataloguing
-
Conducts literature searches
-
Facilitates transfer of best evidence into practice through collaboration with others, e.g. policy development team, Health Technology Assessment program, etc.

Provides evidence-based practice (EBP) expertise to the organization, building productive relationships and acting as a change agent for EBP
-
Provides high level reference services, as required
-
Responsible for collection development, including price and licensing negotiations with vendors
-
Responsible for content and organization of online library
-
Designs and implements information literacy opportunities
-
Responsible for area library expenses
-
Assists Regional Manager of Library Services in various management activities, including QI and promotional activities

Facilitates other Organizational Development programs, as required
