1. CLA dismayed by impact of budget cuts on federal libraries
The Canadian Library Association is seriously concerned about the negative impact of government budget cuts on libraries in federal departments and at Library and Archives Canada. While not all details are known at this time, indications are that libraries are being hit hard by budget reductions.
At Library and Archives Canada, 430 people have been given notices, with more than 200 jobs to be cut over the next three years, representing a reduction of 20% of their workforce. They have also had to cut their acquisitions budget, end their role in national inter-library loan activities, and cut the National Archival Development Program, which has provided funding to Canadian archival organizations to increase their capacity to preserve archival materials and make them available to Canadians. These cuts will negatively impact Library and Archives Canada’s ability to provide front-line services, resulting in reduced access to information for Canadians.

2. CLA releases CAP Toolkit
The federal government recently announced that it is cutting the Community Access Program (CAP). All CLA members are encouraged to contact their Members of Parliament to protest the cut and urge them to reconsider the value of the program.
The CLA Member Toolkit for CAP provides you with a sample letter to send to your MP, details on requesting a meeting, key speaking points, and information on how to contact MPs.
Do you have stories about the impact of CAP in your community? Share them with your MP, in a letter or in person. These stories provide strong evidence of the importance of the program.

3. 2011/2012 Review of Free Expression in Canada launched for World Press Freedom Day
Wednesday, May 2, 2012 - Examining issues including privacy and anonymity on the Internet, cyber surveillance, whistleblowers, access to information, and collaborative journalism, CJFE's third annual Review of Free Expression in Canada provides an overview of issues facing Canadians from coast to coast.
In CJFE's annual report card, which grades key free expression issues and major institutions, it is clear to see that there are a number of problems threatening Canadians' free expression rights.
Launched to coincide with World Press Freedom Day, the Review serves as a reminder of why we cannot afford to be complacent, and must continue to defend our rights and freedoms.

Award for the Advancement of Intellectual Freedom in Canada
The Canadian Library Association is pleased to announce that the Calgary Freedom to Read Week Committee has been chosen as winner of the 2012 Award for the Advancement of Intellectual Freedom in Canada for its continuous and varied efforts over 18 years to promote and defend intellectual freedom issues in the City of Calgary, Alberta.
The Calgary Freedom to Read Week Committee, an ad hoc partnership that has consistently included citizens, school board representatives, and public library staff members, came together in 1994 when a Member of the Legislative Assembly of Alberta (MLA) demanded that John Steinbeck’s classic novel Of Mice and Men be removed from schools in Alberta, a book that the MLA admitted he had not read. The Committee made a stand against the removal of the book, and has remained active in the pursuit of intellectual freedom in the community ever since.

Pilar Martinez, Executive Director, Public Services, Edmonton Public Library, has been named 2012 recipient of the CLA/Ken Haycock Award for Promoting Librarianship. This award honours individuals who have demonstrated exceptional success in enhancing public recognition and appreciation of librarianship. Martinez's inclusive, dynamic approach to raising the awareness of libraries and promoting their value – in Alberta, across North America and internationally – made her the ideal candidate for this year's award.

CLA is pleased to name Ms. Gillian Nowlan as the recipient of the 2012 CLA Emerging Leader Award. A liaison librarian at the University of Regina's Dr. John Archer Library, Ms. Nowlan has contributed to the library community at the provincial, national, and international level. Since graduating in 2010 from Dalhousie University's School of Information Studies, Ms. Nowlan has already built up an impressive record of giving back to the profession through her association work and showing leadership well beyond that expected of a first year librarian. Robert H. Blackburn Distinguished Paper Award
The Canadian Library Association is pleased to announce that the winners of the 2012 Robert H. Blackburn Distinguished Paper Award are Lorie Kloda, Denise Koufogiannakis, and Katrine Mallan, who are honoured for their 2011 paper entitled, “Transferring evidence into practice: what evidence summaries of library and information studies research tell practitioners,” published in Information Research (16:1, March 2011).
(ii) The CLA Book Awards Juries are Looking for Three New Members
CLA is looking for jurists who are:
- widely read in children's and young adult's literature as well as illustration of children's books.
- passionate about connecting children and teens with books
- a member of the CLA or willing to join for the duration of their term on the Jury
- for the Young Adult Jury: a resident of Eastern Ontario, Québec or Nunavut, although applications from across Canada will be considered
- for Book of the Year for Children Jury: a resident of Eastern Canada, although applications from across Canada will be considered
- for the Amelia Frances Howard-Gibbon Illustrator's Award: a resident of Eastern Canada, although applications from across Canada will be considered
Commitment: This is a five-year commitment, from June 2012 through June 2017.

CLA Members invited to comment on CNIB HUB Plan
The Library Services to People with Print Disabilities Advisory Committee is seeking comment from CLA members on a business plan developed by the CNIB for national network of equitable library access for people with print disabilities.
Members are invited to review the Executive Summary and HUB business plan, and to submit comments.

Announcement: The Board of the Hamilton Public Library is pleased to announce the appointment of Mr. Paul Takala to the position of Chief Librarian/Chief Executive Officer.
Paul has held the role of Director of Digital Technology with the Hamilton Public Library since March of 2009 and has been with the Hamilton Public Library in a managerial capacity since 1999. He has a Master of Library and Information Science degree from the University of Toronto. Paul brings over seventeen years of public library experience, including several years at New York Public Library, to the position of Chief Librarian/Chief Executive Officer. As one of Canada’s foremost leaders of library technology, Paul has played an integral role in the implementation of many innovative projects at Hamilton Public Library that have enhanced operations and improved the customer experience. He has also been instrumental in creating efficiencies within the Hamilton Public Library that have resulted in an increase in the circulation of over 2 million items in the last five years. Paul’s expertise and leadership skills will create opportunities for continued advancement in technology, customer service and community engagement.
Paul has been active on community boards and committees throughout his library career and currently serves as Treasurer for the Board of the Ontario Library Association. He has demonstrated his commitment and dedication to the Hamilton community through his involvement with many organizations including 10 years of service on Community Information Hamilton’s Board with two years as President from 2006 to 2008. With strong ties to the library community, Paul has also served on provincial and academic committees and is a member of the Canadian Library Association and of the American Library/Public Library Association. He has received several awards in recognition of his commitment to the public library field. The W.J. Robertson Medallion was awarded to Paul in 2006 by the Ontario Library Board’s Association. In 2003, he received the University of Toronto Alumni Association Arbour Award for the Faculty of Information Studies. Paul is also a graduate of the Bay Area Leadership program.
Paul’s appointment was unanimously approved by the Board of the Hamilton Public Library. He will assume his new role on June 1. George Geczy, Chair of the Hamilton Public Library Board, said, "Paul’s experience and background are important assets that he brings to the role of Chief Librarian, but his greatest strength is his passion for libraries and the communities we serve. This passion has been a hallmark of Hamilton’s past Chief Librarians and Paul is set to continue those traditions as he takes the reins of one of the most respected library systems in Canada."
