CONSULTANT
St. Johnís, NL

DUTIES:  The successful candidate will be responsible for carrying out an
operational review of the Provincial Resource Division of the Newfoundland
and Labrador Public Libraries which includes the Provincial Resource
Library and the St. Johnís Public Libraries. More specifically, the
incumbent will conduct a review of the facilities, locations, hours of
operation, staffing levels and positions, provincial and local roles and
the programs and services offered to determine what changes can be made to
improve the operation of the Provincial Resource Division.  The successful
candidate will be expected to properly evaluate the above components in
accordance with industry standards using the most up to date assessment
tools and techniques and prepare a report summarizing findings and
recommendations.  The successful candidate will be expected to meet with
staff, library board members and members of the public. The incumbent will
report to the Executive Director.

QUALIFICATIONS:  Candidates must have in-depth knowledge of public library
systems, library programs and operations, and roles and responsibilities
of positions working in public libraries. They must have strong
communication, analytical, organizational, and interpersonal skills and be
an effective communicator. These qualifications would normally be acquired
through completion of a Masters Degree in Library Science with a minimum
of five years experience conducting operational reviews preferably in the
public library environment.  Additional education and training would be an
asset. Equivalencies will be considered.
