I'm a newcomer to the Bioethics arena, so probably not the best one to be making suggestions, but it just occurred to me that any book by John Tingle might be appropriate as he is very into the Health Law Reform in UK and has several books published on the subjects Law/Health/Ethics. Check him at Amazon UK (www.amazon.co.uk) first, as if you search the Amazon.com for "John Tingle" you get too many entrances and 90% of them are not related to him. After checking his books info at Amazon UK its easier to find them at Amazon.com. I hope it helps!
