Of course, none of this will matter to any institution that signs the
Access Copyright model licence because section 4. (c) states that
"copies of Repertoire Works shall not be stored or indexed with the
intention of creating a library of Published Works"! And since Access
Copyright seems happy to claim that *everything*, even public domain
works and works on the Exclusions List, is part of its repertoire,
this licence would severely restrict a licensee's ability to use any
of these tools.
