This is a bargaining unit position restricted to current civil service
employees represented by Nova Scotia Government Employees Union. All
current bargaining unit employees applying for job competitions are

Duties:

The Nova Scotia Provincial Library (NSPL) invites applications for the
position of Research and Planning Librarian. Reporting to the
Coordinator of Public Services, the incumbent provides research and
analysis on library trends and best practices; provides research and
statistical analysis on performance measures for public libraries; and
coordinates statistics gathering and analysis of results for public
libraries in Nova Scotia. The incumbent researches and makes
recommendations on public library service models and assists NSPL
Management Team on project development and implementation. The incumbent
provides outreach and support to Nova Scotia public libraries and is the
liaison between NSPL and Nova Scotia public libraries in the above
areas. The incumbent works with NSPL staff in the implementation of NSPL
strategic plan; conducts trend analysis and provides consulting services
on public library collection development policies; and identifies and
initiates partnerships in research and planning area. The incumbent
oversees NSPL's InterLibrary Loan activities, and coordinates
InterLibrary loan activities in public libraries in Nova Scotia. The
incumbent participates in NSPL web site committee, and supervises one
staff member in the area of InterLibrary Loan and the preparation and
maintenance of the Directory of Nova Scotia Libraries.

Qualifications:

The successful candidate will have a Bachelor's Degree, plus
post-graduate degree in Library Science, plus five years professional
library experience. Substantive public library experience is mandatory.
The successful candidate will have demonstrated leadership skills and
project management experience; demonstrated proficiency in statistical
analysis methods; demonstrated excellent verbal and written
communication skills; demonstrated planning experience, and demonstrated
report writing experience. The successful candidate will have excellent
judgement and analytical skills. The successful candidate will have
demonstrated knowledge of current and emerging library information
technologies. Strong interpersonal and communication skills, a strong
customer service orientation, the ability to work effectively in a team
environment, and the ability to work with multiple institutions in a
collaborative environment are essential. 

Classification Range: PR 13

Salary Range: $48,567 to $59,038 annually
