FULL-TIME CLASSIFIED POSITION

Department: Community and Cultural Affairs
Location:Summerside

OPEN TO THE PUBLIC

This position provides bilingual professional library leadership and management for services and staff of three French Branches, French collections, and services in 14 English Branches as well as the Rotary Regional Library in Summerside. This position involves developing, implementing and evaluating goals, objectives, programs and services in both official languages in partnership with staff, users, municipal councils, Friends groups and other external organizations.

Duties will include:

- recommending appropriate policies, strategic plans, standards, goals and objectives for library services programs and systems;

- implementing collection policies and procedures related to the selection, retention, loan, weeding and discard of all French library materials, collections in the Rotary Regional Library as well as province-wide collections in collaboration with other professional staff;

- providing leadership and supervision of staff, and participating in staff recruitment, interviewing and selection processes;

- developing and delivering local programs such as author visits, literacy programming, computer and Internet training, etc. as well as participating in the province-wide planning and delivery of programs;

- administering, implementing and monitoring the French Services and Rotary Regional Library budgets including the approval of expenditures;

- assisting in the activities of library support groups such as local Friends of the Library;

- developing and maintaining contacts with outside community based organizations, and individuals;

- providing reference and circulation services on regular shifts, as well as on an emergency basis;

- explaining and interpreting policies, procedures and service to patrons and staff, and giving public service announcements and programming information to French media;

- ensuring that current methodologies, procedures and practices used in the provision of library services are maintained through continuing education opportunities, professional reading and professional activity;

- planning and organizing the operation of the Rotary Regional Library, La Bibliothèque Publique as well as coordinating French language services available at 14 public libraries;

- other related duties as required.

Qualifications: Applicants must have a Masters Degree in Library and Information Science from an ALA Accredited Program. This position requires demonstrated leadership, initiative, creativity, communication and advocacy skills. Applicants must be fluent in both English and French. Knowledge of automated library systems, Internet skills, database searching and training, Canadian writing and publishing, team and project management skills and adult programming would be considered assets. Supervisory experience and working with community based groups would also be an asset. A valid driver's license is required.

Salary Range:   $23.25 - $29.05 per hour (Professional Officer, Level 18)

Le ou la titulaire du poste est responsable de diriger et gérer de façon professionnelle et bilingue les services et le personnel de trois divisions françaises, des collections de langue française et les services aux 14 divisions anglaises, ainsi qu'à la Rotary Regional Library de Summerside. Ce poste comprend l'élaboration, la mise en place et l'évaluation des buts et objectifs, des programmes et des services dans les deux langues officielles en collaboration avec le personnel, les utilisateurs, les conseils municipaux, les groupes d'amis et les autres organismes externes.

Les tâches sont les suivantes :

- recommander les politiques, plans stratégiques, normes, buts et objectifs appropriés pour les programmes et les systèmes applicables aux services de bibliothèque;

- mettre en place les politiques et les règles en matière de collections se rapportant à la sélection, la conservation, le prêt, le triage et la mise au rebut de tous les documents de langue française à la bibliothèque, des collections de la Rotary Regional Library de Summerside et des collections à l'échelle de la province en collaboration avec d'autres membres du personnel professionnel;

- diriger et superviser le personnel, et participer aux opérations de recrutement, d'entrevue et de sélection du personnel;

- élaborer et présenter les programmes locaux tels que les visites d'auteur, la programmation de littéracie, l'apprentissage par ordinateur et sur Internet, etc., ainsi que la participation à l'élaboration et à la présentation des programmes à l'échelle de la province;

- administrer, mettre en place et surveiller les budgets des services en français et de la Rotary Regional Library, y compris l'approbation des dépenses;

- aider les groupes de soutien de la bibliothèque, tels que les Amis de la bibliothèque, dans leurs activités;

- établir et entretenir des contacts avec les organismes communautaires et les individus de l'extérieur;

- fournir des services de référence et de prêt durant les quarts de jour de même qu'en situation d'urgence;

- expliquer et interpréter les politiques, les règles et le service aux clients et au personnel, et divulguer les messages d'intérêt public et la programmation aux médias de langue française;

- veiller au maintien des méthodes, des règles et des pratiques actuelles qui sont applicables aux services en français en usage dans la province au moyen des occasions de formation continue, de lecture professionnelle et d'activités professionnelles;

- planifier et organiser l'opération de la Rotary Regional Library, la Bibliothèque Publique et coordonner les services en français offerts dans les 14 bibliothèques publiques;

- exécuter d'autres tâches connexes au besoin.

Qualifications: APTITUDES REQUISES :

Les personnes intéressées à soumettre une demande doivent détenir une maîtrise en bibliothéconomie et sciences de l'information d'un programme agréé par l'ALA. Le poste exige d'avoir démontré des aptitudes à diriger, à prendre des initiatives, à créer, à communiquer et à défendre des idées. Le ou la candidate doit maîtriser tant l'anglais que le français. Seront considérés comme des atouts : la connaissance des systèmes automatisés de bibliothèque, les aptitudes sur Internet, la recherche dans les bases de données et la formation dans ce domaine, l'écriture et la publication au Canada, les aptitudes de gestion d'équipe et de projet ainsi que la programmation pour adultes. Seront également considérés comme un atout : l'expérience en supervision et le travail avec les groupes communautaires. Il est essentiel d'avoir un permis de conduire valide
