New Brunswick Public Library Service (NBPLS) is searching for a forward looking professional librarian to join our Provincial Management Team as Regional Director of the York Library Region. The region, which is made up of a regional office, seven public libraries and seven public-school libraries, serves a population of 123,000 people.

DUTIES: Reporting to the Executive Director of NBPLS, the Regional Director contributes to a provincial vision of the future of public library services and communicates and implements that vision at the regional and local level. The Regional Director participates in provincial strategic and operational planning and policy development; ensures the regional implementation of provincial initiatives, policies and procedures; and plays a key role in ensuring the continued growth of public libraries in New Brunswick.

The Regional Director is responsible for the effective and proactive management of the York Library Region. In addition to managing the whole of the library region, the Regional Director directly supervises the members of the Regional Management Team, the directors of medium and large libraries and the regional administrative support unit. He or she is responsible for hiring, training and evaluating professional and para-professional staff; establishing sound management practices throughout the region; ensuring the ongoing training of library staff; budget control; developing policies and procedures; chairing Regional Forum meetings; maintaining positive relationships with municipalities, school district officials, library boards and communities; preparing needs analysis and feasibility studies for communities wishing to move or establish libraries; participating in the negotiation of Memorandums of Understanding with library partners; managing regional collection development; managing funding partnerships and grants; overseeing the maintenance of regional vehicles and facilities; and preparing various reports as required.

This position requires frequent travel and weekend and evening work.

QUALIFICATIONS: Applicants must have a Master's degree from an American Library Association accredited library and/or information studies program and a minimum of seven (7) years of progressively responsible experience in management and supervision. They must be at ease in an automated environment and have strong knowledge of software used by libraries, including the Internet and electronic reference tools. Written and spoken competency in English is essential.

The successful candidate will possess excellent management, leadership, communication and interpersonal skills. A demonstrated sense of organization as well as a strong aptitude for problem solving, analysis and team work is necessary. A valid driver's license is required.

CONCOURS PUBLIC

Le Service des bibliothèques publiques du Nouveau-Brunswick (SBPNB) est à la recherche d'une personne avant-gardiste ayant une formation de bibliothécaire professionnel pour faire partie de son équipe provinciale de gestion à titre de directeur régional ou directrice régionale de la Région de bibliothèques York. Le bureau régional, les sept bibliothèques publiques et les sept bibliothèques publiques-scolaires de cette région offrent leurs services à 123 000 personnes.

FONCTIONS : Relevant de la directrice générale du SBPNB, la personne choisie contribuera à l'élaboration de la vision provinciale concernant l'avenir des services de bibliothèque publique puis elle communiquera et aidera à réaliser cette vision à l'échelle régionale. Elle participera aux activités de planification stratégique et d'élaboration du plan opérationnel; elle assurera la mise en oeuvre des initiatives provinciales à l'échelle régionale; et jouera un rôle clé pour veiller à la croissance soutenue des bibliothèques publiques.

Le directeur régional ou la directrice régionale assurera la prestation de services de qualité dans la Région de bibliothèques York. En plus de gérer l'ensemble des bibliothèques de la région, il/elle supervisera directement les membres de l'Équipe de gestion régionale, les directeurs et directrices des moyennes et grandes bibliothèques ainsi que les services de soutien administratif régionaux. La personne titulaire de ce poste voit au recrutement, à la formation et à l'évaluation du personnel professionnel et para-professionnel; contribue à l'adoption de bonnes pratiques de gestion dans la région; veille à la formation continue du personnel des bibliothèques; gère le budget; élabore des politiques et procédures; préside les réunions du Forum régional; entretient de bonnes relations avec les municipalités, les districts scolaires, les commissions de bibliothèque et la communauté; prépare des analyses de besoins et des études de faisabilité pour les collectivités qui souhaitent le déménagement ou l'ouverture d'une bibliothèque; participe aux négociations de protocoles d'entente avec les partenaires des bibliothèques; assure le développement de la collection régionale; gère les partenariats financiers et les subventions; coordonne l'entretien des installations et des véhicules régionaux; et rédige divers rapports au besoin. L'exercice de ces fonctions exige souvent des déplacements et de travailler le soir et les fins de semaine.

CONDITIONS DE CANDIDATURE : Les personnes candidates doivent avoir une maîtrise en bibliothéconomie et/ou en sciences de l'information reconnue par l'American Library Association et au moins sept (7) années d'expérience comportant des responsabilités en gestion et en supervision. Elles doivent se sentir à l'aise dans un milieu de travail informatisé et bien connaître les logiciels utilisés par les bibliothèques, y compris Internet et les outils électroniques de référence. La connaissance de l'anglais, à l'oral et à l'écrit, est essentielle.

La personne choisie doit posséder d'excellentes habiletés pour la gestion, le leadership, la communication et les relations interpersonnelles. Elle doit également faire preuve d'un bon sens de l'organisation et d'aptitudes marquées pour la résolution de problèmes, l'analyse et le travail d'équipe. Elle doit posséder un permis de conduire valide.
