>Dr. Norman Horrocks is a member of the American Institute of
Parliamentarians. A member, secretary and chair of countless committees, he has
given workshops on Committee Procedures and Parliamentary Practice for a number
of years. He has served as Parliamentarian for non-profit organizations in both
Canada and the United States. Currently he is an editorial consultant for
Scarecrow Press of Lanham, Maryland, and an adjunct professor in the Dalhousie
School of Library and Information Studies.
