Duties
The Corporate FOIPOP Administrator will be responsible for the
administration of the Freedom of Information and Protection of Privacy
(FOIPOP) Act for four offices, i.e., Executive Council Office, Office of the
Premier, Treasury & Policy Board and the Public Service Commission, located
at One Government Place in Halifax, NS. This position is accountable for
coordinating the Freedom of Information access/process in the above noted
offices. The administrator manages, processes and makes decisions on FOIPOP
applications for the four offices, and represents these offices on requests
for review of office decisions by the FOIPOP Actıs Review Officer. The
administrator screens information requests under the FOIPOP Act as well as
the Routine Access policies of each of these offices. The administrator
performs a leadership role in any FOIPOP applications with significant
corporate implications. Records of particular interest are Cabinet documents
and those related to human resources matters. The administrator is well
versed in all aspects of access, Cabinet privilege and privacy matters.
The administrator reports directly to the Public Service Commissioner and is
considered to be an employee of the Public Service Commission. The
administrator will also report directly to the Deputy Minister of the Office
of the Premier and Treasury and Policy Board as well as to the
Clerk/Secretary of the Executive Council with respect to FOIPOP matters
specifically related to those offices.
Qualifications
University degree in social science, business, or public administration; or
graduation from university or college with certification in information
access and protection of privacy (IAPP), information management, library
science, law or archival studies; or an equivalent combination of education
and experience. Several years experience working with the Freedom of
Information and Protection of Privacy Act as well as experience working with
senior management teams of government. Excellent judgement and analytical
skills are required as well as excellent oral and written communication
skills. The successful candidate will possess a solid understanding of the
operations of government, including the roles of central agencies, the
legislative and Executive Council processes, and corporate policies and
procedures in addition to having experience with developing and conducting
training sessions and presentations. A high level of maturity, diplomacy,
sensitivity and confidentiality are required with this position as well as
excellent organizational and time management skills. Negotiation skills and
experience with mediation and conflict resolution will be considered an
asset.

Salary Range: $53,697 - $69,806
