This is a bargaining unit position restricted to current civil service employees represented by the Nova Scotia Government Employees Union (NSGEU). External applicants will only be considered if there are no qualified bargaining unit applicants.
DUTIES:
The Manager Library Services, reporting to the Director Information and Business Services, is responsible for the administration, delivery and control of departmental library services and related information resources within the Department of Environment and Labour. This will involve the development and implementation of library and information management policies and services that reflect the requirements of departmental staff and our external clients. In addition the manager will provide full service in organizing and managing the central departmental library and local resource collections in all departmental offices province-wide and will coordinate and manage the development and maintenance of the departmental internet and intranet sites. The manager is also responsible for the direct supervision of staff and coordination of branch activities to ensure that it functions effectively and efficiently by implementing financial planning and control, work planning procedures and performance management processes designed to encourage, monitor and improve performance.
QUALIFICATIONS:
Bachelor's degree plus completion of a graduate program in Library and Information Services and seven or more years of increasingly responsible experience in a government or specialized library. Applicants must have a proven ability to manage, develop and deliver a comprehensive specialized information management service, including specialized reference and research services. Must have demonstrated the ability to manage diverse teams, to work effectively and collaboratively with a wide range of stakeholders, to develop and administer policies and programs, and to manage projects. Knowledge of automated library and information management applications including WEB based services is essential. Must possess strong interpersonal skills, verbal and written communication skills and analytical skills. Demonstrated ability to manage, motivate and train staff.
CLASSIFICATION RANGE: PR 15
SALARY RANGE: $43,178 - $52,632
